Section 388 and 3023 Transmission Line Rebuild Project

Maine Electric Power Company (MEPCO) is a corporation jointly owned by Central Maine Power (CMP) and Emera Maine (formerly Bangor Hydro-Electric Company) specifically for transmission projects. The MEPCO-owned 345kV line from Orrington to Coopers Mills Road was constructed in the early 1970’s. The MEPCO Section 388 and 3023 Transmission Line Rebuild Project will replace approximately 450 of the wooden H-frame structures on Sections 388 and 3023 on the existing MEPCO-owned line between Orrington and Coopers Mills Road substations. The Rebuild Project will be completed during two phases. Phase 1 of the project will consist of preliminary design, permitting and execution of several RFP packages for detailed design, material supply, construction and program management.  Applications to the Maine Department of Environmental Protection and the U.S. Army Corps of Engineers for the applicable environmental permits will be completed during Phase 1. Identification of required local permits will also be completed during Phase 1 for execution during Phase 2.  Phase 2 of the project will consist of completion of the detailed design of the project, completion of the permitting process along with the structure replacement.  The award of the construction contract for the structure replacement project is planned for September 2017.   It is estimated that the structure replacements will be completed in a twenty-one-month time period for a June 2019 completion date. To execute the project properly, MEPCO contracted Kenny Construction Company as the Program Management Services Company, who will provide program management services as an extension of the Owner’s resources and acting in the best interest of the Owner. KCC will oversee construction management, safety and environmental; community relations and real-estate management, project controls, risk management, engineering and procurement oversight.

The Challenge

Due to limited outage availability on this critical 345kV line section, the tangent structures must be replaced under energized conditions. 

The Solution

Replacement of the angle and dead-end structures will be completed during short duration outages coordinated with system operations and ISO-NE. The project will also add dead-end structures in Section 388 between Coopers Mills Road and Frankfort.
